For these reasons I am willing to evacuate FortSumter, rather than be an active party in the be-ginning of civil war. The port of Charleston is,comparatively, a small thing. If the present diffi-culties should continue and grow, I am convinced thatthe real struggle will be at the Mississippi; for it isnot politically possible for any foreign power to holdthe mouth of that river against the people of themiddle and upper valley. If Fort Sumter must be evacuated, then it is mydecided opinion that the more southern forts, Pick-ens, Key West, etc., should, without delay, be putin condition of easy defense against all assailants;and that the whole coast, from South Carolina toTexas, should be as well guarded as the power of thenavy will enable us. In that message my predecessor stated that hewished to present to the Senate the precise ques-tions following, namely: Will the Senate ap-prove a treaty referring to either of the sover-eign powers above named the dispute nowexisting between the governments of the UnitedStates and Great Britain concerning the bound-ary line between Vancouvers Island and theAmerican continent? In
