On 28 June 1919 following the Paris Peace Conference, the Treaty of Versailles was signed, officially ending the First World War. New Zealand had played an important role in the War. Among the Dominions, New Zealand had the highest percentage of its military aged men killed (5%), with 18,166 men and women lost. As a result of the war, New Zealand's international status was affected. Dominion leaders had been involved in decision making surrounding the war since 1916, which helped to create a sense of unity and partnership within the Empire. Prime Minister William Massey signed on behalf of New Zealand, and as a constituent part of the British Empire. This was an important step in New Zealand's path to independence as the Treaty of Versailles offered membership to any "fully self-governing State, Dominion, or Colony" (Article 1). Under international law, only a sovereign state can sign an international treaty, and although New Zealand and the other dominions signed as a part of the British Empire Delegation, their names were indented in a list following Britain. The Treaty came into effect on 10 January 1920. Following the signing of the Treaty of Versailles, New Zealand became a founding member of the newly established League of Nations. While New Zealand joined mainly to bolster British opinion, there was some tangible recognition of New Zealand's war efforts in the form of the League of Nations Mandates. These were established under Article 22, which placed Western Samoa under New Zealand Mandate from 1919 until Samoan Independence in 1962. This photograph shows delegates leaving the palace of Versailles after signing the Treaty. It comes from a series of exhibition photographs transferred from the National Museum (now Te Papa Tongawera) to Archives NZ.
