From 1966 to 1996, Mururoa and its sister atoll Fangataufa were the site of 175 French nuclear tests. 41 atmospheric detonations were held at the Mururoa Atoll, the fallout from which was measured as far away as Peru and New Zealand. France continued its atmospheric testing at Mururoa despite have being issued an order to cease testing from the International Court of Justice. New Zealand’s Prime Minister Norman Kirk’s response was to send two frigates, the HMNZS Otago and Canterbury, to draw international attention to the France’s atmospheric detonations in the Pacific. Cabinet Minister Fraser Colman was selected by ballot to be the government’s representative. The HMNZS Otago sailed out on the 28th June, reaching Mururoa in time to witness the first test. Due to mounting international pressure stemming from this protest, France chose to conduct its nuclear testing underground from this point on. New Zealand continued to strengthen its anti-nuclear stance, which generated political friction and economic sanctions from the United States and France respectively. In 1984 Prime Minister David Lange barred nuclear powered or armed ships from entering New Zealand waters. With the passing of the New Zealand Nuclear Free Zone, Disarmament, and Arms Control Act 1987, New Zealand territorial waters, sea and land are to be free from nuclear armed or powered vessels; the dumping of radioactive materials is illegal, as is the production of nuclear devices.
