In connectionwith this corps Hooker desired to use the garrison atHarpers Ferry in a movement on Lees commun-ications, but Halleck refused to give his consent,and on the 28th, Hooker, regarding this refusal asan indication that his plans would continue to bethwarted by Halleck, asked to be relieved of hiscommand, and the request was granted. In making his request to be relieved. GeneralHooker said: My original instructions require meto cover Harpers Ferry and Washington. I havenow imposed upon me, in addition, an enemy in myfront of more than my number. Maj.-Gen. Geo. G. Meade. Lee Crosses the Potomac 15 certainly overestimated the strength of Lees armyin comparison with his own. General Meade, commanding the Fifth Corps, wasmade Hookers successor. In his letter to Meadeaccompanying the order which placed him in com-mand of the Army of the Potomac, GeneralHalleck said: You will not be hampered by anyminute instructions from these headquarters.Your army is free to act as you may deem properunder the circumstances as they arise. You will,however, keep in view the important fact that theArmy of the Potomac is the covering army of Wash-ington, as well as the army of operation against theinvading forces of the rebels. You will, therefore,maneuver and fight in such a manner as to coverthe capital and also Baltimore, as far as circum-stances will admit. Should General Lee move uponeither of these places, it is expected that you willeither anticipate him or arrive so as to give himbattle. All forces within the sphere of your opera-tions will
