d anticipated. It is onlyin this way, or by work in this direction, that the muchdreaded diseases of typhus exanthematicus and inter-mittent fever can be checked. The poor people arefound to be covered with lice and fleas, and have almostno opportunity of keeping themselves clean. We have found that some of the civilians withwhom we have come in contact are greatly in need ofrelief. This train would make a very good means ofdistributing clothing, soap, food and medical aid to thepeople requiring them. In addition we already havethe facilities for doing this work, including the staffand magazine on the train, and we come into contactwith hundreds of poverty suffering people every week,covering quite a large area of the country. Mrs. Popp proposed that the relief work on thetrain be carried out by the combined relief units of theallied countries, France, America, England and Russia. Vasil Radoslavoff, Pri.mh Minister of Bulgaria AT JASSY 135 persons, bringing with them medicaments and supphes.The shipload of similar material, however, which waspromised to arrive about two weeks later, failed toappear. After many weeks of disappointment, ColonelHenry W. Anderson, the chairman, sent Captain C. T.Williams to Archangel to start the shipment forwardat once, and at the same time to buy everything elsethat was obtainable in Russia. He purchased carloadsof fish and other supplies, which were a great help tothe starving Roumanians. The Red Cross started twohospitals, and one canteen where the poor received foodand clothing. Members of the Red Cross unit comprised Americanphysicians and engineers, and experts in economics,sociology, hygiene and sanitation, and their advice andassistance were invaluable to the Roumanians. Theyremained in Roumania until March 9, 1918, when theGermans ordered them to leave, together with all themissions of the Allies. Among the members of the
