GLANDERS 2505 GLANDS 1865 he became the Liberal leader in the Houseof Commons, and three j-ears later began hisfirst term as Prime Minister. In 1869 he car-ried his bill for the disestablishment of theIrish Church, and in 1870 a bill for the reformof the Irish land system was passed. At thistime, also, a system of public schools for thepoorer classes was established, and the use ofthe ballot in voting was introduced. In 1874the Conservatives regained their power, andGladstone was succeeded in the Premiershipby Disraeli. Gladstone again came into prominence as asevere critic of the foreign policy of the Con-ser\-ative Ministry, and in 1880, when thecountry was carried by the Liberals, he becamePrime Minister a second time. During hissecond Ministrj, which ended in 1885, about2,000,000 new voters were given suffrage rights,and a fairer arrangement of Parliamentaiydistricts was effected.
