ttanooga as narrated in the preceding chapter,all doubt as to place was ended, and the agitation for building becamemore earnest. A proposition was made by G. A. R. Post 45, of Chat-tanooga, to the Posts of the United States for a general contribution bytne order for the erection of the monument. The response was veryfavorable, but before it had gone very far the Ohio State Legislaturetook up the same work on the ground that the Raiders were all fromthree Ohio regiments. Post 45 then sent a strongly written petition tothe legislature giving reasons for desiring the memorial to be at Chattanooga and offering to be responsible for its fitting care and decoration.One of the earliest workers in the same field was Hon. Thomas Cow-gill, who represented in the Ohio Senate the district in which the rela-tives of Marion Ross resided. But to Stephen B.
