The deliberations of the conferencewere long and earnest, and one of theresults was the formulation of articlesof arbitration which pointed out themethods of procedure between the na-tions in the settlement of disputes. Itwas considered a sarcastic commentaryupon this well-meant attempt to abolishwar that the struggle between the Eng-lish and the South African Republic?should have followed so quickly. It wa;^evident that the time was not yet ripifor fully inaugurating the principle Oiarbitration. A moral result, however, was gainedby the great nations assembling in con-vention to discuss the question of dis-armament and to promote a generalpeace. This is the highest point gainedin the efforts ox the worlds philanthro-pists, statesmen and rulers, to disbandtheir armies and silence the thunder-roarof war. So much at least was gained,and perhaps more, that will be manifestin the near future.
