I can read Russian but can't write it well enough to make this comment, so I hope English will be acceptable. You say the Russian word "веер" is derived from the German word "Fächer", but that sounds rather different ("фехер"). I think the real derivation may be from the Dutch word "waaier" ("ваер"), especially as I'm aware that Russian borrowed quite a few Dutch words in the days of Peter the Great, such as бу(г)шприт (from "boegspriet").
