Excuse me for using English, but my knowledge of Russian is only passive. A passage says that Tobin suggested to use the monetary resources harvested by the tax "...для борьбы против неравенства и бедности, для развития образования, здравоохранения и подъема экономики в отсталых странах. " In fact he did not. He suggested the money to be parted between the IMF and the national banks of the countries participating in a transaction. The antiglobalist regard on the Tobin tax as a source of resources to fight poverty, inequality and whatnot is fairly new and James Tobin, in fact, clearly distanced himself from this interpretation (for instance in his famous Der Spiegel interview "Die missbrauchen meinen Namen","they are misusing my name","Они злоупотребляют моим именем").
