Whitelist request

Due to crosswiki vandalism through long term abuse there is a phrase .*сап ѕи[ск]+.* that is on the global title blacklist. user:Всеслав Чародей has alerted me that from a list at Сосковский_район#Населённые_пункты that this is causing issues locally. Can I ask that the appropriate phrase be whitelisted so the edits can be made. I would prefer to not remove it from the global blacklist if a local whitelist can be managed.
